Have you tried a Full format instead of a Quick Format? What this does is create at the start of the disk a brief table showing where each Partition begins and its size (probably only one Partition), and whether it is bootable. most of the time, "Disk Management" would tell me to initialize the disk, and then it would say "Disk not ready". I do caution against using Parted Magic in a PC that serves another purpose. If a drive cannot be initialized it's physically unstable and there is nothing you can safely do on your own without causing additional stress to the device and potential unrecoverable data I have very short leashes with hard drives.
